Dr. Judith KasperJudith Kasper, Ph.D., is Professor in the Department of Health Policy and Management at The Johns Hopkins Bloomberg School of Public Health and a Senior Research Associate in the Center for Health Services Research and Development. Dr. Kasper joined the Department in 1987, having previously served as Senior Analyst in the Office of Research of the Health Care Financing Administration (now the Center for Medicare and Medicaid Services), and as Senior Researcher at the National Center for Health Services Research (now the Agency for Healthcare Research and Quality, AHRQ). Dr. Kasper has extensive experience in the design, conduct, and analysis of national population-based surveys that provide data to address significant issues in health policy and health services research. She was a member of the research teams that developed and implemented the 1977 National Medical Care Expenditure Survey (now the Medical Expenditure Panel Survey) and the Medicare Current Beneficiary Survey. She also has held lead responsibilities for study design and data management in large complex survey-based studies of older adults, serving as co-PI on the Women’s Health and Aging Study, a large longitudinal study of the causes and course of disability, and PI on a survey of older Medicare and Medicaid enrollees. Dr. Kasper’s areas of research focus on late-life disability, long-term care, and access to health services. She has served on numerous advisory panels and committees for government agencies and foundations, including AHRQ’s panel Developing Quality Measures for Medicaid Home and Community-based Services and the National Committee on Vital and Health Statistics, where she chaired the Subcommittee on Disability and Long-term Care Statistics. Dr. Kasper received her PhD in Sociology from the University of Chicago.
